Overview
The Ghoul Stars occupy a far northeastern reach where reliable reports are thin. Contact fails, hostile phenomena are recorded and stories return with too little evidence to decide which dangers they describe accurately. Sending another ship may resolve the uncertainty, or merely add its name to the missing.
Imperial authorities have never had unlimited means to investigate the region. In the Rift era, those means are harder to spare. A warning can remain in circulation long after the people who issued it have fallen silent, copied into new orders because no one has returned with grounds to remove it.
