The crew may have to answer all three before seeing another assignment.
The naval fortress serves the western Imperium through work that continues between its celebrated battles. Stores must be replenished and orders made workable. A vessel leaving the harbour carries the results of those decisions into the void, where a missing part or a punishment imposed on the wrong specialist can acquire consequences the original paperwork never mentions.
