Overview
Jouran’s hives are useful to the Imperium in familiar ways. They provide manufactured goods, taxable labour and enough people to meet demands that would empty a smaller world. Its name appears in the supply records of wars fought far from the quarters where the work is done.
A governor can report production without describing the shift that produced it. That is how most of Jouran reaches the wider Imperium: as a total beside a seal. Within the hives, the same total determines how long the machinery must run and how much punishment an overseer can justify when the workers fall behind.
