Luna is the old moon of Terra, transformed into a fortified industrial and naval body within the heart of Sol. Its shipyards, watch stations, and ancient facilities serve the Throne by keeping traffic, repair, and defense within immediate reach of the palace world.
It lacks Terra's terrible sanctity and Mars' priestly sovereignty, but its practical importance is severe. Where Terra commands and Mars manufactures mysteries, Luna keeps hulls, guns, and garrisons close enough to answer before disaster becomes doctrine.
