Overview
On Macragge, an order has a reasonable chance of reaching someone capable of carrying it out. The world’s government, military schools and civil institutions are organised to keep working when individual men die. By Imperial standards, that is enough to make the place remarkable.
Its order is maintained under fortress walls and the authority of the Ultramarines. Citizens have duties as well as protection, and their world’s position at the heart of Ultramar gives enemies a reason to attack it. The people conducting their business beneath its defences live with the knowledge that competence can keep a city supplied. It cannot remove the city from an enemy’s plans.
History
Ultramarine traditions have made government and defence closely related duties on Macragge. Institutions are expected to support one another through war. Repeated attacks have tested that expectation without removing the world from its place at the centre of Ultramar.
Military significance
The Ultramarines and the wider defence of the realm draw on Macragge’s command, recruitment and fortifications. Combined arms and strategic depth are supported by civil order that keeps supplies moving. Preserving a functioning settlement is therefore part of preserving the force defending it.
M41 and M42 status

Macragge remains Ultramar’s fortress and command centre, prepared for threats from the east as well as the work of defending the realm itself.

The Black Legion assault of 999.M41 ended with Guilliman restored to life. Macragge subsequently endured the Plague Wars. Its functioning institutions give Imperial restoration something practical to draw on in Sanctus.
